Turned on binding logs found issue was with CMSAppAppCode dll reference. Hotfix did not copy this and the CMSApp dll out to the bin.

Found the answer : “Hotfix 6.0.2: Licensing - Adding new forums wasn't possible in the Free edition.” installing the hotfix seems to have cured the problem. Tim.

Problem solved. After upgrading to the latest hotfix, I also had to update the SchedulerService.exe and HealthMonitoringService.exe. These files aren't included in de hotfix DLL folder for Azure.
