Staging Not working on a local dev setup

I am trying to setup staging for two different instances of Kentico both installed on same machine locally, but following the documentation I ended up with Error: 'WSE808: The following transport scheme is not supported: localhost' in the log. I could not find anything pointing to that staging is available locally. I am having hard time figuring out what might be the problem?

Thanks Trevor, this helped a-lot and issue also involved the way initially I setup the target server.
