What version is PRODUCT:CX2? I am trying to use the the localhost license key from the client portal but I am getting an error for version 13. I need to know which version will work for the key to be valid.

The product version CX22 is for Xperience by Kentico which is the next version of Kentico Xperience 13. It is currently available to install and build on, however, it's not what you're looking for if you're already working with Kentico Xperience 13. For a localhost license with Kentico Xperience 13, you'll need a current license, which would be found under your Client Portal > Licenses. From there you'd generate a non-production key using the localhost domain.

When I tried to add a new license, it said "Given license is in wrong format". I just copied and pasted the key from the client portal and double-checked there were no spaces and with the correct version number.

If you're trying to use the CX22 license key in Version 13, it won't work, that CX22 license key is for Xperience by Kentico which is the latest version and not version 13.
