What is the maximum number of users in KenticoCMS

As I understand that KenticoCMS using the MjQ5 to generate DocUID. MjQ5 we can have: 363636 = 46600 users. Is this calculation correct?

Not, it's not correct. As you can read e.g. in the Performance report for version 6:

"Kentico CMS was optimized for high number of items and it was tested with 100,000 documents and 10,000,000 users stored in the database"

In general, there is no limitation for the maximum number of users in the system.

Martin what about the limitation of the primary key fields? Many are INTEGER datatypes.
