How to allow a user with a Privilege level is Editor to proceed for approval of the page using custom workflow.

Set the workflow step permissions as described in the workflow documentation.

Thank you @Juraj Ondrus. Another question. Is it possible to hide the "Reject" button for the editor in the approval step. For example, I login as TestUser1 and edit the page. After clicking "Submit for Approval" button, as a TestUser1, I able to click the "Reject" button. By right, only TestUser2 should be able to Reject or Approve the workflow. Please advice!

Again, this is a workflow step permissions. You need to disallow the user1 to have permissions for that approval step.

@Juraj Ondrus I think you don't get what I mean. user1 cannot Reject edits made by ownself, only person user2 can Reject(vice-versa). please more advice. thank you

So, the user cannot reject but can approve further? There is no such a setting for a step. In this case I would recommend adding one more step in which the user will not have any permissions. Or, use advanced workflows and add condition step or create a custom step according your needs.
