You will face the same license limitation as if using web forms.

With that said, Kentico 8 MVC is mainly customized development. You cannot use any of the webparts or widgets anyways. So the limitations with regards to components is not relevant because you'll have to build it anyways. So the limitation mostly has to do with interacting with the CMSDesk such as creating User roles, # of administrators/editors, # of documents, # of custom tables, etc.

As Bill mentioned ASPX and MVC are there for custom development or legacy development I'd say, because everything you can do in ASPX or MVC you can do utilizing Portal mode and creating custom modules, webparts, event handlers and such. There should be no reason any new Kentico site is started using straight ASPX or MVC model. If you do, you'll find out later it wasn't worth your time, effort and money and will want to convert it to Portal. I'm already working with a client who is going through this on a brand new Kentico site that ws created by a different contractor.

And by the way, it doesn't matter what mode you use, you will run into license limitations for all of them. Only way to get around is to purchase the license, develop your own code to do what Kentico has already spent the time and money on, decompile and rewrite the code or just don't use those features.
