Like being PCI compliant, I don't believe being HIPAA compliant is the softwares responsibility. How it is implemented will make the difference. Take a look at the PCI Compliance documentation.
The main question is, do you plan to use Kentico just to house the website information or do you plan to store PHI data inside Kentico.
