Check in/out is not workflow on the Design tab, those are objects. Those are different settings within the Settings app. You can find them under Settings>Versioning & Synchronization>Object versioning>Team development.
You can also have check in/out for workflow which is on the Page and Form tab, that can also be found under Settings. Settings>Content>Content management>Workflow
