Uncheck the 'If level matches, display' checkbox under the 'Exact level behavior' section on the web part.
Basically, once they click the consent their cookie level is set that level and hence you only want to show it if the level is lower. As you are setting 'All cookies' which is the highest level, you will always have a match once it is 'agreed'.
