Completely Disable workflow emails

I have a workflow that I have set to send emails to exactly 2 people. But it keeps sending emails to all Editors and Admins all the the time.

I have done the following:

  • Settings > Content > Content management > Unchecked the "Send workflow e-mails"
  • In the workflow itself > Security > Roles which can approve, etc... set to "None"
  • In the workflow itself > Security > Users who can approve, etc... set to "Include the following users" and that is where I set me 2 users.
  • Permissions > Content module > Unchecked the "Manage workflow" for all roles globally.

What am I missing?

By default any global admins and page owners will always receive emails. AFAIK there is no way to turn those off.
