At one point we could upload documents to the document library area. Now we get "You are not allowed to create page of type 'CMS.File' in required location." We've test with a global administrator account who also has full control permissions set on the directory in question.
Please check your allowed types and the allowed parent page types under the CMS_File Page Types, and make sure that where you are trying to upload it that you have that page type included.

How do I check this - can't find where to include the section.

Turns out it works fine in Internet Explorer but not my instance of Firefox. On another PC, logged in as a different user, Firefox works fine. Go figure.
