Why can't Global Administrators impersonate other users?

I am a Global Admin and when I try to impersonate another user the user list is always empty no matter what I search for (even blank search which used to list all users). I have the site added to my user account and I added the CMS Desk Administrator role for the site just to make sure it wasn't something silly. I seem to remember being able to impersonate other users as a Global Admin in 8.0.

Am I missing something?

You can as long as the other users are not Global Admins.

I found out that Global Admins can not impersonate Administrators either.

I found that to be the case as well. As a global admin, I cannot impersonate other admins.
