"The web site doesn't contain any content." Error

When I run the CMS application I get an "The web site doesn't contain any content. Sign in to administration and edit the content." error. How can I solve this error?

Versions:

1-) CMS Application is .NET Framework 4.8

2-) Kentico Version is 13.

When you log in and go to Pages app, are there any content pages? How does the front end app looks like? This message was typical for portal engine when the page templates were misconfigured. I have not seen this message in MVC5 or .NET Core development models.
