Template not 'checked in'

I have just staged a page between dev environments. This has various css and javascript pages associated with it. I transferred over the javascript and css files, but the javascript is not responding, nor is the link to the css folder in the header area of the template. Where there is normally a check in the upper left corner of each module, there is just a burger icon, and in the css there is an eye with a slash. I'm fairly certain the indicator of the issue are these icons, but I don't know what it means or how to fix it.
