Strange error on blank site with no customization

I am trying to setup a plain 8.2.50 site with no customization. I started with blank installation of 8.0 web application on .Net 4.5.1 and ran upgrade utility to 8.2.50. No error was reported on any stage. Now the admin page does not load and following error is seen in event log

have you tried clearing the site cache and your browser cache?

The dashboard does not open therefore I am unable to clear site cache. Is there any way I can do it from SQL db?
