Yes you can make this change pretty easy. If they are currently in all stored in the database and you change the setting to store only in the file system, what will happen is the next time the file is accessed, it will create a copy to the file system and remove the file from the database.
You can also do this manually after you make the setting change under the System > Files > Attachments app.
