Similar thing was discussed here. Ideally you would need create custom drop down with culture. Staging_Task table has TaskDocumentID field (if it is not null then it is a task to synchronize document),but I am not sure if it is worth the effort (you can try to unlock the module and try to modify it). Honestly I would just use staging api and create my own automaton script to publish pages with given conditions like culture.
