Setup user Permissions and UI personalization

I have added a question to this topic (http://devnet.kentico.com/questions/manage-roles-and-permissions-for-user) but nobody can help me, so I created a new topic for this (sorry about that). Please help me answer question below:

How to setup a user that only can access to the following apps (custom tables, CSS stylesheets, Page templates, Settings, Event log, Pages, Media libraries, etc).

I tried to use Role and Permissions, but it seem it not work. Does Kentico support to create a user as above?

Hello,

you need to create user with privilige Editor, then add role with permissions for your apps.

EDITED: You can't add permission for CSS styleshteets, page templates, page types, etc. because all of these are global application and you need to add global administrator privilage

Hi,

Unless you create a custom module to mimic these Development Applications this is not achievable. The user needs global administrator privilege level.

These applications have access to code and are available only to a user with highest possible permission.

However, this user only see some apps and can not see deverlopment apps(custom tables,modules, webparts...). It seem just only Global Administrator can access to Development apps, right?
