Hopefully this is an easy one: Is there a way to create a page w/ pre-loaded sections and some basic widgets onto a page? Is that what page templates are for?

Yes, you are right. All you need to do is develop the MVC Page Template, create a page, populate with starter set of widgets and save it as a Custom Page Template. Please refer to this article for more info.
