Permit CMS Editors to change site settings?

Is it possible to permit CMS Editors to change site settings, without making them global admin? I couldn't find a property under Site Manager > Permissions that would allow me to do this. I'd like CMS Editors to edit certain settings (e.g. the "Page not found URL" setting) through CMS Desk > Tools or CMS Desk > Administration.

Not without writing your own or coping and modifying module(s). If that's something you're willing to do, I can provide some ways to get started.

Thank you for your message.

System is design the way that only Global administrators can access Site manager and no-one else.

Creating some module to change the site settings seems the only option here, but it wont be such easy task.
