Permission issue with Forms / Roles

The forms application isn't showing up for other users than global admins. I'm trying to set up a new role with limited access, which works fine so far. All desired application show up on the menu with one exeption: Forms. I check the permission matrix and it looks all correct.

Have you checked another role with the same application and UI permissions to see what the differences are? Also, not only do you need to check the application permissions but the UI permissions too. These will allow it to be visually accessible once application permissions are granted.
