Page Type Application not showing under Development

I have a Kentico 12 MVC site where I am trying to give the members of a role, CMS Designers, access to the Page Type Application under Development in the Admin UI.

In the Permissions App I have granted read, modify, browse tree for the page type to the role that needs access.
In the UI personalization App I have granted CMS->Administration->Development->Page types->Page types-> Edit Page Type->the tab(s) I need them to have access to.
The users in the role are all assigned a Privilege level of Editor.
The user(s), role and page types are all in the same site.

If I impersonate one of my CMS Designers I do not see the Page type app under Development. Am I missing a step?

The Editor Privilege level does not have access to all of the development tools. They need to have the Administrator Privilege level for some areas including Page Types.

Thank you for the response Brenden. I made an error that I corrected in the question, this is related to the Page Type application.

Want to make sure I understand the answer. To access the Page Type Application, specifically, the users must have the Administrator Privilege level? These same users can access Email Templates and CSS Stylesheets under Development just not the Page Type application. Is there a difference in access control between applications under Development?

Regardless, I'm pretty sure you need the Administrator privilege level to access the Page Type application.

I tried putting a user in the CMS Power Users, a global group, but it had no effect. I cannot find any where in the Kentico documentation that you have to be an Admin to run the Page Type app but that does seem to be the case. Brenden thank you for the help.
