Page level cache

In the webpart you don't want to cache, set the partial cache minutes to 0, otherwise it inherits the site settings. I don't believe there is a setting for a whole page, you have to set the properties by webpart.

You may configure caching settings in CMS Site Manager -> Settings -> System -> Performance. there you can configure caching for files, images, output, etc. This will apply to all the pages.
