Do you see the Master Page tab? Has the Master Page tick box under the Properties --> Templates, been selected?

@jan Hermann, Placeholder doesnt exists in the masterpage.

@llesh Mistry, Yes it is selected. But somehow the css is not appearing. when I select PageNesting to All ancestor pages, then the css started working, but the widget containers are not working.
