I am trying to sync a live site with a different instance of Kentico, I have Global Administrator permissions for the site, but still when I try to create a new export for the live site I get redirected to a 404 page, I have checked my event log where I found access denied to export_f1e94ed0-7c3d-4d5c-ae16-5f9b3ceaba54_settings.dat'. I am working for a client for SEO purposes and currently do not have access to the client server. Is this a problem with server access or something within the CMS?

Most likely the user running the site in IIS does not have read/write access to the /CMSSiteUtils/Export directory in the servers file directory.
/CMSSiteUtils/Export
You'd need to have them update permissions to allow that user to have read/write access.
