When you say the "Control Panel" I'm assuming you mean within the Kentico Dashboard on the website running Kentico, correct? If so, no. You have to use the KIM (Kentico Installation Manager) to perform those actions. Since you are heavily modifying code with a hotfix, it's not really a good idea for that anyway. There should be tests ran prior to deploying to a live site. In most cases applying a hotfix should be harmless but you never know.
