Form Builder missing style and js files after upgrading site from 12 to 13 and .net framework to .ne

As stated in the title I'm in the middle of upgrading a site. The site is currently upgraded to 13.0.30 hotfix. I'm running into an issue with Form Builder style and js files.

Console Errors Network tab scripts 404ing

I'm not having any of these issues on a different fresh k13 site I've been working on.

Hi, perhaps you have already fixed it by now. But did the error also occur just when you upgraded to 13? Or only when you applied the hotfix to 30?
