Please tell me how I can setup file caching. I have tried setting it up from within Kentico (v8.2.48), and also from the server with no success.

I have tried adjusting the Settings > System > Performance > Cache files: 10 minutes. I have also tried setting it up within IIS by adding Output Caching features.

Im not 100% sure I follow your question, but it could be that this is more about IIS and static files than Kentico. Try looking at the following link (it may help) https://docs.microsoft.com/en-us/iis/configuration/system.webserver/staticcontent/clientcache

You've pretty much named all the ways to do it. Have you cleared cache and restarted the app pool to perform your testing?
