error saving when adding widget

I'm getting this error when trying to add a widget to a page. the error doesn't show when I don't add the widget. I tried to disable view state but then when I save the widget doesn't save... also I have done this a thousand times on other sites... SO I have no idea what I have done differently to this site.

Message: Failed to load viewstate. The control tree into which viewstate is being loaded must match the control tree that was used to save viewstate during the previous request. For example, when adding controls dynamically, the controls added during a post-back must match the type and position of the controls added during the initial request.

Is it any widget or only a specific one? If so which one.

Also try creating a blank master page template, just at a web part zone (change to widget zone) and try adding a widget to that, just to see if something else is causing it
