design tab template

i have created new site wizard and added a new blank page in that page design tab the page template is not found for adding web parts.

Go to the Property tab of the root master page in that go to the template page click on template page property an then go the layout tab and add below content

<cms:CMSPagePlaceholder ID="plcMap" runat="server"> </cms:CMSPagePlaceholder>
