Copy or create new page defaults to root

We have roles designated for certain sections of our site, and users are only allowed to edit pages within the section(s) of the site they have been assigned to. When users copy an existing page or create a new page, the location defaults to the root of the site if the user does not specify otherwise, and after saving they do not have the proper permission to edit or move the page. The page then appears on the top navigation menu until the global administrator can remove it. Is there a way to change the default to the current location in the site tree or, at the least, disallow saving to the root?

The user needs to have access to both places (read/modify) otherwise it will do as you explain.

What you could do is modify your main nav so it uses categories you define. Then assign the "main" nav category to a page as well as checking do not show in nav will help control what is in your main nav better.
