I've tried turning online marketing on and off and it doesn't work, the only other thing I can think of it's an old license called "Ultimate", could that be the issue?

Our site is running Kentico 13.

If you are using Ultimate edition, the online marketing features are not available - you should turn them completely off. And also, make sure your front end app is not using these features too, for example if it is .NET Core app, you shall not use UseCampaignLogger in the startup.
