Add Section and Add Widget not rendering in some browsers

We have an MVC site that is not rendering the Add Section and Add Widget components in some browsers, specifically Chrome (version 85+) and what appears to be newer versions of Edge (version 86+). As shown in the screen shot, the Add Section component is replaced with several lines of code that obscures the underlying widgets, making it difficult if not impossible to edit existing sections or add widgets in Page view.
