I can not add a new layout to the Web Part in kentico 10

There is no change - simply switch to Layout tab when editing properties of a web part. (If you don't see the Layout tab, please resign macros -> System -> Macros -> Signatures)

Explain more what you've done and/or what the error is. Did you upgrade to 10 or just do a fresh install? Providing greater detail will help resolve your issue faster.
