1 site 2 different regions

Hello i need to do the following:

1 site that has content for 2 different states, but the sections and pages will remain the same, only few words or links change depending on the state selected.

i tried doing it as a multi-language but didn't like it cause i need both to be in English. I tried adding a culture code but it didn't allow me cause they don't actually exist.

what do you suggest doing in this case?
