You can link a text, image or any HTML content to open target HTML content in a modal window using the web part/widget from this article. All you need to do is apply hotfix (at least 7.0.53) and download
this package. Imported web part/widget is available in the
Modal Window category as the
Modal ColorBox web part/widget.
