I am in process of implement a wiki based portal in Kentico 7 wherein the users can create new pages based on their rights these pages will go through a approval workflow and if approved will be published to the site.

If approved, the page will be published under a category which will be determined by the admin. The users will have access to these categories based on their rights.

Main featues are
1. Users can view pages unde the category for which they have access.
2. User can create a new page under the category which they have acces
3. Admin can approve / reject the page
4. Admin can publish the page under a category
5. Admin can create the category

Can this be achieved using native featuresof Kentico without custom development
