Problem with File Uploader field within a form

Using version 8.2, I have created a form with a file upload field. When viewing this form on the live site, the file upload field appears ok. It has the worse "browse" which is underlined thereby giving the impression that this is what you click to upload a file. However, the "clickable" link to upload a file is actually an invisible link/space below this word. So for a user, the browse link appears not to work. I only found the link by accident.

Same issue occurs on both Windows (Chrome and Explorer) and MAC OS (Chrome, Safari & Firefox)

Any scripting errors?

Have you tried disabling all your custom styling and scripting to see if that's the cause?

Thanks for your response David. Unfortunately I don't have the knowledge/skill to really understand what you're talking about there. I'm essentially a content manager for our site. I'm not sure how to turn on/off scripting and styling. We had a private developer team build our site and hand it over to us. They're very expensive, even for minor issues, that's why I thought I'd come here first to see if I could fix it. I did notice also that for all fields that are marked 'Required', the red asterix does not appear in the live version (it does in the back end). Another frustrating 'bug'. So I guess there is some sort of styling issue here. If I did manage to disable custom styling and scripting (which I don't know how to do) and it confirms that there is an issue, then I guess I'd need to go back to the developers and get them to fix it right?
