Page's Security tab not allowing changes in the "Access" section

I need to set several pages to require authentication, as seen in the screen-shot

But that section does not show up unless I click on "Change permission inheritance..." and then "Cancel"

Even then, after I make the "Access" section visible, I make the changes I want and hit Save, the settings don't actually save.

Is there a workaround to settings access permission for pages to require authentication?

(the image I attached is from Kentico 11 which works fine. The issue is present in Kentico 12 MVC, pre and post hotfix)

I believe this feature is available for Portal Engine.

With MVC you have to handle authentication within MVC app.

Oh so just to be clear, the bug is that these settings show up at all on MVC? They should not be there, correct?
