Oh Canada -- List of Provinces

I found the CMS_Country with all the countries. I also found CMS_State with only US States. I am trying to locate the Provinces of Canada.

Should this be in CMS_State table...?

Yes, but please take advantage of UI to add those states:

Applications -> Countries -> Canada -> States
