Do these pages have any specific property? (If not I'd add an checkbox to the page type. Something like "include in quicklinks menu" this way the editor can always edit the content of the menu.
You can than use the WhereCondition property of the CMSListMenu webpart (Don't forget the add the field to the columns property).
If these quicklink pages are identifiable in an other way like path or page type you
could use the CMSListMenu's ClassNames or Path property.
