Media selector 'web' tab

I've noticed that if I add a page type form field with a 'media selector' control then the control has 3 tabs: Attachments, Content and Media libraries. However, if I'm on a rich text field and click to insert media there's an additional tab - Web.

How can I get this Web tab to appear on the normal Media selector control? I need a field on all pages which lets an editor set an image where that image may either be in a media library or an external (HTTP) source.

URL selector should do this for you.
