Hi Vikas,

It is not quite clear from your question what are you trying to achieve. Are you building Cookie acceptance banner? Or MVC widget with splash image?

For cookies management have a look at this article, you should be using Kentico CookieHelper class to set the appropriate cookie level chosen by the user.

Please read through this article explaining how to create MVC widget. You would need to reference your JS and CSS code that does the splash screen logic into your widget like article suggests.
