how can i hide some shipping option from some department of users?!

hi. we have 4 department in eCommerce site! one of that is employees department and we want use shipping free. we make the shipping free but it shows for everyone! how can i hide this shipping option from everyone and just shows for employees? thanks.

perhaps take a look at the "free shipping offers" module you can select which roles this applies to:
