errors moving site from staging to live site

getting this error when trying to go to the cms

This page isn’t working [site here] redirected you too many times. Try clearing your cookies. ERR_TOO_MANY_REDIRECTS

The site does use windows authentication. (not sure if that will help)

Any thoughts on how to trouble shoot this?

figured it out for anyone else that gets this issue in the web config we had this

< compilation debug="false" numRecompilesBeforeAppRestart="100" targetFramework="4.8" >

but only had 4.7.2 on this particular server.

it is a brand new server (win 2019) and this is the first site set up on it.
