custom module not showing for global admin

I'm working on a custom module but it is not showing for my user, which is a global admin. The only way i can seem to get it to show is my setting it to only show for global admins. I am in v13.0.90

That's what it was, I thought using the global application in the user interface would bypass that. Oh, well. it shows now. thanks!
