CI IPageDataContextRetriever Error

I have a simple site working but if I setup a new basic instance and restore with CI I get

"Missing page context data. If required use IPageDataContextInitializer.Initialize method to initialize the context manually. For POST actions use HtmlHelper extension method"

when

var home = _pageDataContextRetriever.Retrieve

It looks like something to do with the cultures, as I've removed en-US and set en-GB as default, but the restore doesn't appear to be updating the blank solution.

So the restore seems to default to the en_US culture and clear the "Home Page" selection?
