Is there currently a way that I can add a link to an external page to the dashboard and have it display as an icon or button? I have users who need to be able to add content from a mobile device and we are trying to improve their experience.

Yes, you can add a custom tile to the the dashboard, and it can be a URL type element. Check out the section "Adding the dashboard UI element" on this page, Adding widget dashboards to the interface.
