RE:CSS menu with ONE flyout?

Thank you for your message.
If I understand your issue correctly I believe you should be able to accomplish this by setting the Maximum Nesting level property of the CSS List Menu webpart. You would additionaly need to alter the Where condition of this webpart itself to make sure that you will only get the data you want and no other.
