Hello George,

Unfortunately, there is no way to allow non-editor users to create categories. Nor is it possible to create folders inside document libraries at all.

It is is possible for editor to create child pages to serve as categories and insert document libraries in them. Here is an example:

This will require some editing of page template, as it currently does not have menu to list sub-pages (categories).
